Ookla Q2 2024 data: PH fixed broadband speeds 'improving'

Fiber internet speeds in the Philippines are improving, according to Ookla's Speedtest Intelligence data for Q2 2024.

  • Calabarzon (Region IV-A) had the fastest fixed median download speed of 99.55 Mbps, while the Eastern Visayas region had the lowest median fixed download speed of 38.43 Mbps.
  • Starlink's performance lags behind, with median download speeds (48.14 Mbps) half of fixed download speeds for all operators (94.42 Mbps). Upload speeds were also lower, at 12.63 Mbps compared to 94.13 Mbps reported by all fixed broadband operators.

According to the analytics firm, the improvement of the internet in the country could be "attributed to the combined efforts of ISPs [Internet Service Providers] and government agencies to expand coverage and promote the transition from legacy fixed-line technologies to faster fiber connections."

Median fixed download and upload speeds in the Philippines - Ookla Speedtest Intelligence Q2 2022 to Q2 2024

In the second quarter of 2024 (April to June), the fixed broadband performance in the Philippines was recorded at 94.42 Mbps (median download speed). According to Ookla, the "accelerated fiber deployments" led to a 50 percent increase in broadband speeds nationwide.

The fixed broadband performance of the country is still dominated by regions in Luzon, with download and upload speeds exceeding 90 Mbps. Given its economic importance and high population density, Luzon receives most of the country's high-speed broadband infrastructure investment, notably in Metro Manila (NCR), neighboring provinces, and Central Luzon.

In Q2 2024, Calabarzon, with 16 million population, had the fastest fixed median download speed of 99.55 Mbps. The region has 23.4% of households with fixed broadband network connection, second only to Metro Manila at 26.4%. The Eastern Visayas region (Region VIII) had the lowest median fixed download speed at 38.43 Mbps.

Meanwhile, satellite connection for internet access in locations without terrestrial networks has also increased. Speedtest samples show that Starlink's LEO service provides the most satellite internet connection in the country. Starlink launched in the country in early 2023.

Starlink performed worse than all fixed broadband companies, according to Speedtest Intelligence. Starlink's Q2 2024 median fixed download speed was 48.14 Mbps, approximately half of all operators' 94.42 Mbps. Starlink's median fixed upload speeds, 12.63 Mbps, trailed behind fixed broadband operators' 94.13 Mbps, which provides symmetrical upload and download speeds. Satellite providers have longer multi-server latency due to satellite-receiver distances. Starlink's multi-server latency was 50 ms in Q2 2024, double compared to fixed operators' combined (25 ms).

Due to its performance issues and higher equipment and subscription costs than terrestrial broadband, Starlink is inaccessible to some customers. It is a viable alternative, especially in areas without fixed broadband or slower DSL.
